More Molest Charges Against Daycare Owner

Jeffrey Cardwell, out on bail, was coming to a Placerville courtroom Friday for arraignment on charges of child molestation. But he was once again handcuffed and taken into custody, as prosecutors added more child molestation charges against the daycare operator.

Prosecutors now believe Cardwell molested two boys, one of them only 4-years-old at the time. The other victim is a 9-year-old boy, according to the El Dorado County District Attorney's Office.

The charges allege Cardwell molested the younger boy two years ago. He was being watched as part of Cardwell's daycare. The older victim was allegedly molested this past summer while he was part of the daycare.

Cardwell is now charged with three counts of child molesation of a child under 14-years-old, along with two other sex offenses. When the charges were amended at his Friday afternoon arraignment, the judge hiked his bail from the original $200,000 to $1.5 million.

PLACERVILLE – An El Dorado County day-care provider arrested on suspicion of child molestation had been investigated by the state Department of Social Services.

Jeffrey Cardwell, 45, who ran Deanna's Day Care, a state-licensed child-care center at 103 Lone Star Court in Diamond Springs, was arrested Tuesday.

Michael Weston, information officer with the state Department of Social Services, said three allegations of misconduct were filed with the department regarding Cardwell's facility in May.

The allegations were that a child sustained bruises, that care was being provided to more than eight children without an assistant and that Cardwell was intimidating children, Weston said.

An official investigation proved inconclusive, he said.

An El Dorado County day care operator has been arrested on suspicion of child molestation,and the state has now shut down his residential daycare at his home in Diamond Springs.

Jeffrey Cardwell, 45, calls the business at his home on Lone Star Court Deanna's Day Care. But state officials say his license is simply under his own name, and he was licensed to care for up to 14 children at his home.

After investigating a complaint from a parent involving an eight-year-old boy at the daycare, El Dorado Sheriff's detectives searched his home, then arrested Cardwell Tuesday afternoon. He's being charged with child molestation of a child under 14, and multiple incidents of molestation.

Detectives say right now they know of only one victim, but are investigating to determine if there may be more.

After being booked into El Dorado County's jail, Cardwell bailed out on $300,000 bond.

"They were taking out bags and bags of stuff from his house," said neighbor Lois Marlatt, who was home when detectives arrived Tuesday afternoon. "They put the cuffs on him and he never looked at me, never looked up," she said.

Cardwell obtained his license to run a daycare in April of 2005, according to state officials. Last May, he was investigated after three separate allegations. Those complaints included a bruise on a child, intimidating children, and caring for more than eight children without an assistant, according to Michael Weston of the California Department of Social Services.

"The findings were inconclusive," said Weston, meaning the daycare was allowed to continue operating.

Now, however, the state has suspended his license. A notice posted on his door said the suspension went into effect as of Wednesday at 6 p.m.

When News10 knocked on the door, another man opened the door briefly but immediatley closed it without comment. Neighbors say Cardwell is single and lives in the house with his father.

Jeffrey Cardwell ran Deanna’s Day Care, a state licensed facility located at 103 Lone Star Ct. in Diamond Springs. Based on information obtained from the victim and victim’s parents a search warrant was obtained and served at the day care on November 6, 2007. Jeffrey Cardwell was arrested and booked into the El Dorado county jail on the following charges.
1. 288(a) PC Bail $50,000
2. 289 j PC Bail $50,000
3. 288.5(a) PC Bail $200,000

PLACERVILLE – The operator of an El Dorado County day-care facility was arrested Tuesday on suspicion of committing lewd acts with a child, officials said Wednesday.

Jeffrey Cardwell, 45, was being held in the El Dorado County jail in lieu of $300,000 bail, officials said. A Sheriff's Department news release says he faces three child molestation charges.

Cardwell ran Deanna's Day Care, a licensed facility at 103 Lone Star Court in Diamond Springs, according to the release.

Investigators obtained information from the child and the child's parents before serving a search warrant at Deanna's Day Care, the release says.

The brief news release did not indicate if investigators suspect there are other possible victims.

As a day care provider this is sad.

It is ultimately up to parents to make sure their provider is safe. Unfortunately this guy was a legal operation and probably opened for this purpose.

This guys looks like a dirtbag. And for just a quick generic minute, did anyone think about the fact that it was A GUY (not a couple) and his daycare name was DEANNA'S daycare? He was working under the guise of a woman's name? Why? To earn trust I suppose.

If I had to ask this guy if he helped my daughter wipe while she was learning to go on the potty, I think I'd puke. Somethings just not right here and the parents should have known it.

And yes, I am profiling and being sexist. So be it.

Your right, me being one of them, and I have the most awesome daycare person ever, she is unbelieveable! She in fact does love them, it is possible to find good daycare, you just have to look and be picky and ask questions. And looken is right, I have to put my kids in daycare, otherwise my kids don't have a roof over my their head. Would I love to stay home with them everyday, you bet, but that isn't my life, so I searched until I found someone I trusted so I could go off to work everyday and earn a living but still feel my kids were safe.

I live in El Dorado Co. and just before this story broke, I requested referrals from a local agency. This was one of the daycares that showed up. Fortunately, not on my list to call. However, I wouldn't have left my daughter with a male provider. Am I being discrematory? Probably, but my child's safety comes first.

This man is responsible for violating a member of my family and I hope it never happens to another child! I cannot put into words how angry or disgusted my entire family feels. There wont be enough justice in this world to make him pay, not matter what time they give him. All we can ask for is prayers for these boys that they will heal emotionally and psychologically. Point blank getting a license to care for children is to easy for these predators and it is about time that that changes.

One way the state could have helped in this situation is visiting on an annual basis and not every 5 yrs.

Licensing hands out licenses like candy and don't check up unless we get a complaint or it is our 5 yr mark to be audited.

I hear stories from my parents about providers houses that they have seen, or past providers, including large day care centers.

I have heard stories about diapers not being changed, kids being left in cars, a child that ran away and the provider did not tell the parent, children being locked in closets and garages, beer cans in the front yard, dirty houses, kids being left unnattended so a provider could see the doctor and on and on.

I talk with my licensing worker on a daily basis and the stories I hear.

So it all comes down to the state funding that gets cut every year and we get policed a little less every year.

You CAN judge a book by it's cover. You will be wrong sometimes, but profiling is perfectly normal.(we all do it, but some won't admit it).

A person I knew all my life, that everyone else knew, who was investigated and what we knew was ALL WRONG.
He got away with this type of crime once because there was no way a man of his stature or reputation could do something this horrific, he was even investagated by the police and released of all charges. But he couldn't stop, 10+ years passed and for the second time he did this. I TURNED HIM IN without hesitation.
These people are sick and should be put away for life. The harm they cause these children and families is unacceptable in any means. No matter their excuse, THERE IS NONE.

True dedicated pedophiles have only two goals in life....

1. Molest children

2. Don't get caught.

I had a case where a neighborhood pedophile was able to molest EVERY child in the neighborhood before finally getting turned in by his own daughter.

It wasn't until she got old enough to go on sleep overs and realized that those fathers weren't molesting their daughters.

Then she went to the library and found out what her father really was....and told her teacher.

Pretty amazing I think.

Yes I know women molest as well.
Yes I know jumping to conclusions sometimes mean we jump to the wrong conclusion.
Yes I know all men that work in daycare are not bad.

But when it comes to our children....do you really want to live with regret?

And yes I know that even if we do all these things our children can still be victimized...but at least we tried to protect them.

I could not agree with you more. It seems ever since I was a little girl, I could spot a perv from a mile a way. My family was full of them sadly. But I learned something about men. The good ones didn't pay much attention to the kids except their own. The bad ones payed too much attention to the kids, all of them. I want to know if this guy had any kids of his own. And if he didn't, why would anyone leave thier children with him? I have a hard time leaving my kids with woman who don't have kids (beacause of experience) let alone a man who hasn't had any. I certainly wonder if it was a pricing issue?

As far as goverment oversite, come on. How about serious parent oversite? When I was looking for a childcare provider for my first son, I did drop-ins on centers, private and large facility. You would not believe some of the stuff I saw. It is absolutely the best way to get a fist impression. And after you finally do find someone, keep on doing drop-ins. Nobody can or should rely on the government to do their job. ;)
