Placerville, CA . . . At its October 23 meeting, the El Dorado Irrigation District (EID) Board of Directors
adopted a resolution requiring potential development in the Marble Valley area to comply with the terms
of a pre-annexation agreement, which has been under discussion for several years.
Included in the agreement is a surcharge on hook-up fees to ensure that existing District customers do not subsidize the new development. In addition, EID would be permanently deeded road access to its Deer Creek wastewater treatment plant and would gain rights for interim use of groundwater in a quarry pond on the Marble Valley property. The District would also be granted an easement for an existing stream gage station at Deer Creek and up to 20 acres on the Marble Valley property for a potential recycled water seasonal storage reservoir.
Marble Valley LLC is seeking annexation of 2,338 acres of land into the District’s service area to allow a proposed subdivision to tie into the District’s drinking water and wastewater treatment systems. The annexation proposal includes a 398-lot single-family subdivision along with a clubhouse, potential school, cultural and arts center, and parklands. Water would also be made available for fire suppression and for 29 lots along Marble Ridge that have been fully developed and are currently using well water. The source of the water would be the District’s Jenkinson Lake in Sly Park Recreation Area near Pollock Pines.
Larry Fry, chief of the El Dorado Hills fire department who attended the Board meeting, said the
agreement “allows us to add more critical infrastructure protection for the families who live on Marble
Ridge.” Normadene Carpenter, a member of the board for the proposed Marble Valley Regional Center
for the Arts, said that she supports annexation because water services are vital to the center.
The resolution adopted by the EID Board will be forwarded to the El Dorado Local Agency Formation
Commission (LAFCO) for discussion at the Commission’s meeting in early December.
