Placerville, CA . . . Members of the El Dorado Irrigation District (EID) Board of Directors heard during
their November 14, 2005 meeting that restoration of the Hazel Creek tunnel has been completed on time.
In addition, EID staff reported that the State of California’s Office of Emergency Services has recommended $1,081,711 in Federal Emergency Management Agency (FEMA) reimbursements for work on the tunnel — more than 60% of the total $1,790,000 project cost. The District built the tunnel in 1987 to provide a connection between Pacific Gas and Electric Company’s Project 184 hydroelectric power generating system and EID’s Jenkinson Reservoir. In 1997, the tunnel outlet portal was buried by a landslide following heavy rains and runoff caused by rapidly melting snow.
Restoration of the Hazel Creek tunnel included excavation, cleaning the tunnel’s interior, building a new portal and taking measures to control erosion and help prevent future landslides. Revenue from hydroelectric power sales and investments The EID Board received staff reports on year-to-date revenues from the sale of hydroelectric power generated by Project 184 and from the District’s investment portfolio for the third quarter of the year.
• From January through October 2005, EID received $4,012,514 in revenue from Project 184 power
sales plus $369,656 in California Energy Commission grant monies for a total of $4,382,171.
• EID earned $1,102,570 from its investment sources during July through September of 2005 —
nearly $230,000 more than projected in the 2005 budget for the third quarter. Other business
The Board also:
• Reviewed staff reports on the fiscal year 2005-2006 budget in preparation for additional discussion
and possible approval at the December 19 Board meeting.
• Authorized staff to enter into a contract with the California Department of Water Resources for an
$83,098 Proposition 50 water use efficiency grant. The grant will fund about half the cost of EID’s
program to convert 50 multi-family mixed-use metered accounts to separate meters for drinking
water and install dedicated landscape sub-meters. The District will conduct individualized water
“audits” for all participating customers and provide evapotranspiration irrigation controllers. Each

EID Board Meeting audit will include recommendations for improved irrigation system maintenance and water-efficient
management practices.
• Authorized $137,904 to purchase new equipment (switches) from SBC as part of EID’s Data
Network Upgrade Capital Improvement Project. Existing switches will be used in the District’s
disaster recovery project.
• Approved a $124,335 contract with Howard Construction Fencing and Fabrication to install a
security fence at the District’s Bass Lake facilities and approximately $50,000 for staff time related
to the fencing project and other construction work at the facilities.
• Approved the Phase II design for the District’s Headquarters Project and submission of the site
plan to the City of Placerville for review and authorized preparation of the Phase II construction
documents and their submission to the City for a plan check.
• Set December 19, 2005 as the date of the next Board meeting. That will be the last regular Board
meeting for the year.
